Adopted in Anaheim, September 24,
1999
Residents of California, their children and grandchildren deserve
an excellent quality of life in the most beautiful and prosperous
state in the Union; free of pollution, protected from crime, alive
with the most wonderful natural land and marine resources, bursting
with educational and job opportunities and with an infrastructure
that is safe and functional. With these goals in mind, but
recognizing and respecting the different views of Americans in
general and in our party, the California Republican Party:
Equal Opportunity: Demands
equal rights, equal justice and equal opportunity for all citizens.
Education: Demands K-12
education that emphasizes English, Math, Science and Social Studies.
Supports standardized statewide testing and encourages
student/parent/teacher accountability.
School & Street Safety: Demands safe schools and streets, free of gangs, drugs and
weapons. Supports a firm criminal justice system in which criminals
are punished, or rehabilitated, and prison space is available to
incarcerate repeat offenders.
Government Efficiency: Demands an all out effort to eliminate government waste of
our tax dollars. Insists that elected officials are made accountable
to the California taxpayer.
Free markets: Opposes any
additional regulation of the free market and the continued enacting
of regulations by state agencies and non-elected
officials.
Health Care: Will work to increase the number of families with health
insurance by creating health care tax credits for low income
families and by allowing the self employed to deduct 100 percent of
their health insurance premiums from their income tax. Insists that
licensed medical practitioners make the medical decisions in health
care.
Gun Safety: Demands the
enforcement of existing laws. Will work to reduce the number of
crimes committed in which firearms are used and to reduce the
overall deaths and injuries caused by firearms.
Welfare and Social Services: Encourages and supports the continuation of welfare to work
programs. Believes every effort should be made to discourage
unwanted teen pregnancies, including encouraging young men to take
responsibility for their role in parenting children. Looks to
compassionate private charities, churches, synagogues, and mosques
as the backbone of public charity.
Water: Supports enhancement
of California’s water supplies and infrastructure, protection and
improvement of drinking water quality, increased storage capacity,
conservation and recycling.
Tort Reform: Recognizing
that California leads the nation in litigation, supports reforming
the tort system in California by insisting that the losing parties
pay court costs and attorney fees, as they do in every other country
with the English heritage of tort law.
Trade: Supports fair and
open trade with foreign nations; supports free trade zones within
the state to create jobs and opportunity through import and export
activity.
Transportation: Supports
improving our roads and traffic by limiting the spending of funds
from state and federal fuel taxes and user fees to transportation
projects only.
Abortion: Will work to
reduce the number of unwanted pregnancies and abortions in the
United States but allow individuals to form and articulate their own
positions on the issue.
Property Rights: Supports private property rights and the right of owners to
use their land to its maximum potential, within reasonable,
consistent development guidelines and without excessive fees and
costs.
Taxes: Supports a tax system that allows families to keep more of
their income which will enable them to provide for education, health
care, senior care, child care, child support and retirement for
themselves and their families.
Energy: Supports sensible
and realistic development of energy sources to ensure that we may
continue to enjoy our standard of living in the state and the
nation.
Defense: Supports a
strong national defense with personnel who are well trained, well
equipped and fairly compensated. Supports ready National
Guard and Reserve Units.
