Suggested Rules for Local Endorsing Conventions.

                                   CALIFORNIA CONGRESS OF REPUBLICANS

                                                    LOCAL ENDORSING CONVENTION

                                                                                             

 

1.          The  (names) Chapters of the California Congress of Republicans (CCR) Local Endorsing Convention   (the Convention) will be called to order on (date and time).  This Local Endorsing Convention shall be for the sole purpose of endorsing the following local offices: (identify each office).

 

2.         Parliamentary authority shall be Robert's Rules, Newly Revised.

 

3.         All actions, decisions and judgments shall be in conformity with the current Bylaws of the Californian Congress of Republicans as Approved and Amended.

 

4.         The Chairperson will seat the Delegates following their certifica­tion.  A final count of the delegates in attendance shall be given prior to any votes being taken.

 

5.         To speak on the issue or otherwise address the Convention, the person must be either a candidate for a statewide office or that candidate's designated surrogate or a Delegate, duly designated to attend the Convention.  Any other speakers require an enabling motion adopted by a majority vote of Delegates present and voting.

 

6.         The names of all bonafide local Republican candidates shall be automatically consid­ered as being nominated.  Those Delegates wishing to make "nominating" speeches shall submit their names and the candidate they wish to "nominate" to the Chairperson at the beginning of the proceedings.  There shall be just one "nominating" speech per candidate, which shall be limited to no more than 2 minutes.

 

7.         The Chairperson shall announce the list of candidate’s local offices to be considered and those who have submit­ted their names, as nominators (#6above) shall be permitted to speak as prescribed.  After all Nominations have been presented and all speakers have made their presentations, an endorsement vote shall be taken.

 

8.         Only the duly Appointed Sergeant‑At‑Arms and assistants shall count the votes.  The only persons entitled to vote shall be those Delegates appropriately identified as a duly seated Delegate either seated in the designated area or at the rostrum. 

 

9.         All votes for endorsement shall be made by a standing vote or secret ballot, unless an enabling motion is passed which requires a roll call vote.  Any such enabling motion for a roll call vote shall require a simple majority vote of the Delegates present and voting for its adoption.

 

10.       Endorsement requires a 2/3rds majority vote.

 

11.       If there are more that two candidates for the office and no candidate receives the required 2/3rds majority, then the candidate receiving the fewest votes will be removed from consid­eration and the body shall cast another ballot.  The body shall take as many ballots as necessary to reduce the number of candidates being considered to two (2).  Then, Rule #12 applies.

 

12.       There shall be no more than two (2) ballots for the endorsement of a candidate for any office where only two (2) candidates are being considered.  If a 2/3rds majority is not achieved on the second ballot, the Chairperson shall declare that no endorsement has occurred for that office.
